Despite Suen being a part of the Citadel that has innumerable gifted people, few are capable of controlling her—or rather, she doesn't consider that as "controlling"—but thankfully, some have mastered a handful of methods that can temporarily quiet her down.
The pioneers of the Citadel believed they ought to take responsibility for her undergoing the transformation. Even though they weren't directly working on the "Mistletoe" project, they thought that it was their negligence in supervision that prompted this child's unnecessary suffering. Needless to say, some of these people are Dustin, who used to specialize in medical research, and maybe even Lissandra, who's always so full of compassion...
After Suen's physical condition more or less stabilized, Dustin took over the job of monitoring her and, in one way or another, became her "parent." Through a period of trial and error, he eventually managed to persuade her with his uniquely gentle speech to comply on certain things, namely checkup cooperation, timely consumption of medication, and not being fussy with food. In addition, he even made her feel like all those were her own decisions, which was utterly amazing, to say the least.
Meanwhile, aboard The Eternal where she lacks a guardian, Suen has pretty much become 'unruly.' Just like how the crew has become accustomed, her mouth prattles on around the clock, and she often causes a din whenever she pleases... Perhaps it's time to get some tips from the Citadel members to bring her into line.
